The City of Salisbury has experienced significant growth in population and land area over the years. The land area increases are a result of annexation of unincorporated areas of Wicomico County in to the City of Salisbury. Annexations usually occur to provide City water and sewer services to the petitioning landowners, as well as other services provided by the City.

Description: Code Enforcement enforces the city property maintenance and zoning codes. Contrary to popular belief, the property maintenance and zoning codes pertain to all buildings located within the corporate limits not just residential structures. Code Enforcement also enforces the landlord licensing ordinance. Any property owner who owns rental property within the city limits of Salisbury must first obtain a Rental Unit Owners License and then register each property that they own. This must be done through the HCDD. Applications can be downloaded via this web site, completed by the owner or property manager and mailed to HCDD.These sectors divide areas of responsibility for the various Code Enforcement officers.

Description: Local historic districts are designed to preserve the fabric of historic neighborhoods by protecting the architectural and historic legacy of neighborhoods, giving residents a sense of place in time. In fact, local historic districts are not really designed to preserve “individual” structures but collectively to preserve the fabric/feel of the entire neighborhood. Proposed changes to the exterior of buildings in a historic district must first be reviewed by the Salisbury Historic District Commission (SHDC).

These boundaries are not representative of Home Owner Associations (HOAs) or other common-interest bodies, they are merely a geographic extent to be used in conjunction with other spatial data to provide more insight based on the similarities or differences between neighboring areas.
