Layers: Description: Impervious surfaces are mainly artificial structures—such as pavements that are covered by water-resistant materials such as asphalt, concrete, brick, and stone—and rooftops. Soils compacted by urban development are also highly impervious.Digitization of the Impervious Surface data for the City of Salisbury is performed manually with the aid of high-resolution aerial imagery by the Eastern Shore Regional GIS Cooperative (ESRGC). This Impervious Surface data is used in the calculation of the Storm Water Utility Fee for properties within the City. The residential fee structure is a uniform flat rate based on the average impervious area per residential lot within the City. This amount was determined to be 3,344 square feet to establish an Equivalent Residential Unit (ERU).The non-residential fee structure is based on the impervious area of the parcel divided by 3,344 square feet to determine the number of equivalent ERUs. The latest fee schedule can be found on the City's website.
